Cato, Emperor of Rome, is in trouble. The economy is in decline and he fears dissent at home. To distract attention he puts the word about that Carthage is 'a threat to the security and wellbeing of the Roman Empire'. Furthermore Carthage is rich and is stockpiling munitions.
