In this reply to Lord Carlile of Berriew Q.C.'s March 2007 report, "The Definition of Terrorism (Cm. 7052)" (ISBN 0101705220, available below), the Government accepts the recommendations of the report, either specifically or in general terms, except for the recommendation that an action should only fall within the definition of terrorism if it intended to 'intimidate' the target audience. The Government considers that an action should fall within the definition if it intends to 'influence' the target audience.
