In a field, a lonely rock cannot be moved and she is very sad. A balloon lying on the ground is blown up into the air. He is a Merry Prankster who goes around buzzing houses, schools, factories, churches, annoying flocks of birds, chasing airplanes and making a general nuisance of himself.Balloon spots Rock and they get together because she's sad and lonely and he's out of control. So her Spirit transmigrates up to be with him and they have a grand time sailing around taking in all the sites, and at night they float down so the balloon is parked beside the rock as they look forward to more adventures the very next day.
