Earth Sheltered Housing : Code, Zoning, and Financing Issues

While examining earth sheltered housing, 2 questions are raised: Does it offer sufficient net advantages? Are there legal, regulatory or financing restraints? This study discusses them to determine whether earth sheltered housing use is likely to continue to expand substantially, and whether such expansion is hindered by unnecessary restraints.
