It is the year 2059 and the United States is facing a tumultuous time. The crisis of a decade earlier is still fresh in everyone's minds, causing an unprecedented rise in public aggression, and with the 200th year anniversary of the Civil War quickly approaching; President Thomas D. McLaughlin is facing what could be the most torturous period of his presidency. Concerned about his own bid for re-election in a bubbling country, McLaughlin is approached with an offer unprecedented in the history of the country: Guns that shoot, do not kill, but render an attacker harmless; bombs that explode, do not destroy, but still achieve tactical goals.
