When a congressman is murdered on his driveway, Detective Bruce Cline is called to investigate. The radical views of Congressman Alvin Parker are well known and deeply unpopular, but why would anyone kill him?
The death of a senator shortly afterwards changes the public view of the killings. TV news anchor, Kathleen Childer ?gets it', understanding the possible reasons for the killer's actions, so he starts to correspond with her, explaining his actions, knowing that a lot of the population will agree with him.
As the killings escalate, FBI Special Agent, Al Bilk, who has a certain sympathy with the killer's views, calls Cline to Washington to help catch him.
Meantime, the killer watches, waits - and plans. Will his damning indictment on American politics and quest for his own brand of term limits be understood? Or will he be labelled and branded a psychopath, a common murderer?
