Legal rules are supposed to produce effects on a determinated or even end-less Future. But their forms and contents have always to be fixed on fundaments found in the very present time of their emanation or application. There is no ruling of a Future als such, but its transformation under points of view of the present. Constitutional Law offers starting points for such legal preview-operations in its Fundamental Rights and some juridical outlook in its organization (Financial Rules). But Future may be prepared, it is never to be fore-seen by Law.
