Tobias Linke has studied the development of the right of inquiry, as a right of self-information and instrument of control, for government during the 19th century. As a result of this historical study, he criticizes various aspects of the »modern« interpretation and practice of Art. 44 GG (German Constitution), which bring to the fore the minority rights and the control of the government, and he proposes changes in the interpretation and implementation of this article.
