But communities must provide and ensure compliance with the legal infrastructure, such as the German Constitution and local laws. At the same time, they are bound to comply with strict rules for the administrative procedures and for the decisions to be made. In essence, limited types of cooperation are possible that suit the purpose of the so called »(Re)Kommunalisierung«.
