The work contains a legal analysis of this system combined with a comprehensive evaluation of economic data. Hereby the impacts which make Berlin the largest recipient can be determined and judged. On the basis of this analysis, the study further deals with suggestions for new arrangements of the federal fiscal equalisation system.
