The precise scope of public procurement law is of major importance for the procurement practice. Therefore, the dissertation gives an overview of the scope of application of the new public procurement law above the thresholds and examines whether the application rules satisfy the German constitutional requirements of legal certainty, clarity and systematic consistency. In addition, the fundamental structure of public procurement law and aspects of legal policy are taken into account.
