»The Constitutional State of Risk Prevention«The thesis focuses on the implications of the legal-political paradigm and the paradigm of risk prevention. The analysis is based on a risk society discourse as well as on the German dicision to discontinue the usage of nuclear power, which illustrates the connection between precautionary actions by the state and fundamental rights.
