»The Amendment of the Parliament's Rules in Advance of Political Conflicts«The thesis deals with the spectacular amendment of the parliamentary rules in Prussia 1932 when - shortly before the end of the legislature - the rule for the election of the Prime Minister was changed so that the NSDAP could not appoint the Prime Minister after the elections. The author analyses the positions represented in literature and places them in the constitutional context. For the first time, the files of the State Court are analysed and evaluated.
