To define good governance, you look at the ways of government s abuse and corruption. Controlling them will provide the constitutional framework for a country. In many countries, rigidly hierarchical parties have established control of public life and the judiciary, also in the media, in public financial institutions and enterprises. Partypeople are present everywhere. As an effect the self-interest of the partyclass and their clientele is overwhelming the general welfare and justice. On the other side countless individuals have no direct say in the affairs affecting their lives. This can be changed by the internet. Prosperity is channeled by money management - inflation has its winners and its losers. Those who cannot adjust to it are mainly members of the middle class with fixed incomes outside the market and the "social partnership" of capital and organized labour as well as outside the credit power of the banks. A responsible state is liable for its currency against the abuse and speculation by private interests. A country s prosperity in worldwide competition is dependant on the innovative power of science and technology. Yet science and technology have no special say in government. Their position and facilities are still determined by the parties with unlimited political power and limited power of judgement. To give science its right place and to guarantee the general welfare and justice for all individuals is the future obligation of the "Kulturstaat".
