Comprising Human Security : The Changing Security Concept of the European Union

Human security, as defined in this study, is concerned with freeing individuals from man-made violence and requires a comprehensive, cooperative and preventive policy approach to achieve its objective. The EU policies in the field of combat with trafficking in human beings, and with illicit accumulation, spread and flow of small arms and light weapons in Western Balkans reflect the evolving understanding of the notion of security in the EU. The comprehensive, preventive and cooperative nature of the EU policies in the fields examined, and their objective to prevent the violent impacts these problems can have on the individuals, express a concern on human security in the security considerations of the EU.
