In May 1895, Japan won in the Sino-Japanese War in 1894-1895 and demanded cession of Taiwan territory for colonization. At the time, 70% of Taiwan was dominated by aborigines, and in the lush old-growth forest were residing many ethnic minorities. In 1899, InA Kanori and another Japanese man wrote the book Taiwanese Aborigines after exploration and investigation in the interior of Taiwan, in which it is advised to govern Taiwan in a classified way by taking Puri Town as the division line between north and south. As for the Atayal people in the north who were known for barbarous behavior like beheading, it was advised to set up a special agency for administration. In fact, the living area of the Atayal people north of Choshui River had rich resources of camphor, cypress and gulch-gold that the rulers coveted. To defend their ancestral land, the Atayal people fought fiercely against the invaders. However, the rulers denied their rights of land, property and culture, and used military force to govern the "e;aboriginal inhabitants of Taiwan"e;. The Atayal people had cooperative relationship with the Han Chinese in Qing Dynasty, but the Japanese governor of Taiwan took segregation measures to blockade them. In 1900, the locals of Dabao Town collided with Japanese polices and seized weapons of Japanese soldiers. Therefore, they were branded "e;brutal aborigines"e; and were eradicated. The hidden Han Chinese had to transfer to other regions to cooperate with Atayal people to continue their battle against Japanese invaders. In the four years since 1910, Japan launched the war of conquest with 16,240,000 Japanese yen and the armed forces and weapons after the Russia -Japanese war. However, facing the Atayal people who were adept in forest guerrilla warfare, Japan took advantage of the internal conflict of Taiwan locals and used the appeasement policy of "e;inland sight-seeing"e; to let Atayal people voluntarily accept the "e;reconciliation"e;, but this was interpreted as "e;surrender"e; by Japan. In 1914 the Han and Atayal people in Taiwan were disarmed, and the era of armed resistance against Japan was ended accordingly.
