During his visit to Hunan in March 1990, Comrade Jiang Zemin repeatedly talked about the issue of building a clean government. He said that the calls for building a clean government is high among the masses. Because some of our cadres are not clean, or they even oppress the masses, become corrupt and degenerate, the discontent of the masses is completely justified. We are the ruling party. Whether the cadres are clean and honest is the big problem relating to the survival of the Party.
